Department of Homeland Security (DHS) program officials told the Government Accountability Office (GAO) that “funding instability negatively affected” 17 of 35 acquisition programs GAO reviewed, including “contributing to schedule slips, cost growth and capability reductions.” In addition, GAO said in a new audit report, “DHS officials at headquarters, components and program offices identified internal and external factors that contributed to funding instability.”
