House Panel Approves Collective Bargaining Measure for TSA Workers: CQ Homeland Security

A second House committee Thursday approved a bill to bring Transportation Security Administration employees under the protections of the federal civil service system and allow them to bargain collectively.

The House Oversight and Government Reform Committee approved the measure (HR 1881) on a 19-10 party-line vote. It was approved by the House Homeland Security panel in July.

The legislation would terminate all the TSA personnel management systems and transfer TSA employees to the federal civil service system within 60 days of the bill’s enactment.

TSA employees would be guaranteed the same benefits as other federal workers, including collective bargaining rights and whistleblower protections. The federal system also sets terms for compensation, leave, health and other employee benefits.
