Congress spent years haggling over the cybersecurity legislation that finally became law in December. Now, regulators are scrambling to make it work. The Cybersecurity Act requires at least eight agencies, including the departments of State, Homeland Security and Justice and the nation’s intelligence chief, to produce more than 40 reports, plans, strategies and guidance documents. The first four rules, all involving homeland security officials, are due in less than three weeks.
