More than a decade after DHS was created in the wake of the attacks of Sept. 11, 2001, it is faced with high turnover and low morale. That has led some in homeland security circles to question the idea of a single department — composed of autonomous agencies with clashing work cultures — protecting the homeland…But others who have worked at DHS liken the issues facing the department to growing pains, saying it took the Pentagon decades to coalesce after it was created in 1949 by combining the separate U.S. armed services.
